Search "City of New Franklin" in the Android Market for the app.

Follow the link and it will start to download.

From your notifcations bar click the notification that says "Download complete"

A message might appear that says: "Install blocked  For security, your phone is set to block installation of applications not obtained from Android Market."  Click "Settings"

Check the "Unknown Sources" box and on the pop-up click "OK"

Now click "install"
